Police Act 2011.



1. The Victoria Police will be recognised as the official police agency of the

	 State of Victoria.



2. Arrest

	i. Where a crime is observed in progress, or there is strong reason to suspect that a person

		has been involved in comitting a crime, they may be asked to attend a police station

		to answer questions.

	  Under these conditions, a person declining to go may be placed under 'arrest', in which case

	  they may be taken to that location against their will.

	

	ii. A person may only be held for up to 6 hours before being released, or charged with a 

	crime.



	iii. If charged, the person is told that a court case will be held in relation to a crime

		that has occured, and they may be charged with an offence of some kind.


		[eg. assault, theft, murd. etc]



3. Use of force

	Physical actions may be used to maintain the safety of officers present and members of 

	the general public.


	This should not include any action that results in pain or damage to the person.



4. Restraints

	Handcuffs must have a chain with a minimum length of 3 feet, be placed at the front

	of the body not the back, and not be in place for more than 45 minutes.

	(transport, e.g. air travel, 6 feet and 24 hours).







Funding.


Funding should be provided by the state government.
